This afternoon Logan County Judge Executive Logan Chick issued Executive Order 3/17/20, authorizing the closure of all county buildings. In accordance with the directive from Governor Andy Beshear, all Logan County Government Offices will are required to cease providing in-person government services to the public beginning at 4:30pm on March 17, 2020, with limited exceptions.
All buildings and sites providing county government services shall be closed to the public and services should be provided by mail, fax, email video-conferencing any internet-based methods, telephone or by appointment only under emergency needs.
Some services may require an in-person visit, and each department will make the necessary arrangements to accommodate those specific instances.
Unless otherwise approved by the Constitutional Officer overseeing employees, Logan county employees are prohibited from providing nonessential in-person government services outside of government buildings or sites.
In the limited circumstances where government in-person services are still provided, all county employees should engage in social distancing as defined by the CDC.

Driver’s Licensing
In keeping with Governor Andy Beshear’s order to cancel in-person government services, driver’s licensing offices statewide closed by 4 p.m. today. Citizens who are due to renew a motor vehicle license, including commercial driver’s licenses, will have an additional three months to obtain the renewal.
Offices of Circuit Court Clerk handle driver’s licensing in all 120 counties for the Kentucky Transportation Cabinet. Offices of Circuit Court Clerk will remain open other than the driver’s license portion.
Gov. Beshear ordered Monday that state government offices stop providing in-person services to the public starting at 5 p.m. today with limited exceptions in order to maintain social distancing during the COVID-19 pandemic. This includes circuit court clerks and the Administrative Office of the Courts, which is the operations arm for the state court system. The AOC supports the activities of nearly 3,400 court system employees and 406 elected justices, judges and circuit court clerks. As the fiscal agent for the state court system, the AOC executes the Judicial Branch budget.
Logan Circuit Clerk Mary Orange notes: Kentucky State Police are suspending driver’s license testing for Logan County for at least three weeks. All current appointments for road tests will be shifted to the next available date(s) and we will begin making new appointments after April 6.
USDA Offices
Due to the concerns over the COVID-19 virus, local USDA offices have been instructed to close our entrance doors and screen customers before allowing them access to the office space.
We are still open for business, but ask that customers give us a call and make an appointment prior to coming to the office. If we are able to conduct our business by phone and/or email and prevent the customer from needing to come into the office, then we will protect both the customer and the employee from potential risks.

The Russellville Electric Plant Board(REPB) is monitoring the current Coronavirus (COVID-19) outbreak. Our priority is the health and safety of our employees, customers, and community. We take very seriously the continuity of business operations, so our crews are working to maintain all systems. REPB has chosen to suspend disconnections for non-payment until April 1, 2020, with signature of account holder on a hardship agreement available at drive-thru. It is important to understand that failure to pay does not eliminate your bill. Even though your service will not be disconnected for non-payment, you will be responsible for paying the bill in full by April 2, 2020.
At this time, we will continue to work trouble calls to maintain service and protect our system, as well as Fiber Service installs. Staff will be asking screening questions for service calls. If customers have travelled overseas, are displaying symptoms, or have been in contact with those possibly infected with the virus, we will reschedule the appointment for a later date. If you have flu like symptoms within two weeks of our technician working at your location, please contact the office so we can take the appropriate measures to ensure the safety of our staff member, employees, and community.
We are taking other measures based on the advice of the CDC, and other experts, to try and keep our facilities free of the virus and protect our employees and customers.
City of Lewisburg
Until further notice, the Lewisburg City Hall Lobby will be closed for in-person transactions.
Personnel will be available to take payments at the Drive Thru and by phone. You may also make on-line payments @ https://cityoflewisburgky.com or use our night depository. If it is urgent to speak to personnel in person, please call ahead at 270-755-4828 to notify someone when you will be arriving. We are still available & working to help our citizens & customers in any way we can during this time.
Restaurants
Kentucky Governor Andy Beshear has ordered all restaurants in the state to close to dining in. Beshear said restaurants are allowed to do takeout orders, drive-through and delivery, if they want to. Bars also will be closing, according to the governor’s announcement.
High School Sports
KHSAA: Effective immediately, all sports and sport-activities, regardless of season, are declared to be in a dead period, congruent with the provisions of Bylaw 24. This prohibition extends through Sunday, April 12. Prior to April 11, and in consultation with the Governor, Public Health Officials and the Kentucky Department of Education, an evaluation will be made for the period going forward.
Circuit Court
Attached is the order from Logan/Todd Circuit Judge Joe W Hendricks, regarding rescheduling of hearings, trials, jury orientation, etc. Here are the highlights:
Circuit Judge Joe Hendricks has entered an order regarding the COVID-19 declared emergency. In the order
1) Circuit Jury Orientation previously set for April 2 at 6 p.m. has been rescheduled for April 16, at 6 p.m.
2) There are no jury trials set during the period covered by the order, but one will need to be continued due to the delay in impaneling the new jury. Those parties will report for a previously scheduled pretrial conference.
3) All non-emergency specially set civil hearings scheduled through April 10 are cancelled. Parties to those cases should contact the Court after April 10 to reschedule.
4) Any cases with Emergency Protective Order or Domestic Violence orders will remain in effect.
5) The civil cases set for the Civil Rule Days at 1:30, on March 18 & 25 and April 1 are continued until April 15 at 1:30.
6) All orders requiring the transport of prisoners from out of county to hearings set before April 10 are canceled. Attorneys should contact the Commonwealth’s Attorney’s office and submit agreed orders to reschedule.
7) Incarcerated defendants with cases set for Criminal Rule Days on March 19 & 26th and April 2 will have the hearings by video-conference.
8) Specially set hearings covered by the Emergency Declaration will be conducted by video-conference unless there is a valid objection.
9) Any defendant requesting the court review prior decisions regarding bond may file a written motion 36 hours prior to any bond hearing.
10) Criminal defendants who are not incarcerated, and were scheduled for appearance March 19 at 8:30 a.m., are now continued until April 14 at 8:30. Criminal defendants who are not incarcerated, and were scheduled for appearance March 26 at 8:30, are now continued until April 13 at 8:30. Criminal defendants who are not incarcerated, and were scheduled for appearance April 2 at 8:30, are now continued until April 16 at 8:30.
11) Specially set hearings for Criminal defendants who are not incarcerated, have been canceled and may be rescheduled by agreement of the parties.
12) Criminal Defendants who were scheduled to appear at 8am on March 19 or April 2 for the sole purpose of reviewing payment of court costs, fines and restitution…these cases are rescheduled for June 4 at 8 a.m.
PVA
The Logan County PVA Office, in compliance with the recent Cancellation of In-Person Government Services to the Public, has ceased providing in-person services. Logan Memorial Hospital
Due to COVID-19, the hospital has implemented visitor restrictions at our facility so that we can remain focused on providing high quality care to our patients and protect our patients, medical staff and employees.
Logan County Public Library
All locations of the Logan County Public Library will be closed through Sunday, April 12th. No materials may be returned during the closing. Wi-fi access will be available in library parking lots as normal, and digital content can be downloaded through the library website at www.loganlibrary.org
District Court
Effective immediately, per the Kentucky Supreme Court’s order 2020-08, all Kentucky Courts are to restrict court proceedings until April 10. These measures are to promote social distancing to mitigate (hopefully STOP!) the spread of this virus during the COVID-19 outbreak. Unless it is an emergency concerning children, elderly, those who are victims of violence, and evidentiary hearings in criminal cases (and only then, in-person hearings will be limited to the parties, their attorneys, and necessary witnesses with the use of telephonic or video technology highly encouraged) the District Court will be closed to the public. This is to prevent the public from being forced into large social gatherings/contact during this pandemic while maintaining access to the Court in a way that ensures justice for the citizens of Todd and Logan Counties, and the Commonwealth at large, while protecting the health of our employees, attorneys, and you, the public.

Nursing Homes
Auburn Healthcare has closed its doors to visitors (exception for end-of-life patients) as a preventative measure with the spread of COVID-19 (coronavirus) in the United States. Auburn Healthcare DOES NOT have any cases of COVID-19 and are only taking precautions to prevent any future outbreak. All Auburn Healthcare employees must be scanned and checked for temperatures, coughs, etc. before entering the facility.
Creekwood Nursing and Rehab in Russellville has closed its doors to visitors (exception for end-of-life patients) as a preventative measure with the spread of COVID-19 (coronavirus) in the United States. Creekwood DOES NOT have any cases of COVID-19 and are only taking precautions to prevent any future outbreak. All Creekwood employees must be scanned and checked for temperatures, coughs, etc. before entering the facility.
Detention System
The Logan County Detention Center will be on lockdown, stopping all activity coming in or out of the jail until further notice due to the increasing cases of COVID-19 (coronavirus) in the United States. The jail DOES NOT have any COVID-19 cases. These are steps taken by the jail to prevent any future outbreak of the virus. This means no visitation and a temporary stop to the community work release program. Those arrested must be fever free upon arrival at the jail and will be screened before being allowed to enter.
